Summary

The C-TEC LAP2/CA Addressable Multi-Message Lockdown Alert Panel is a dedicated feature-rich control panel specifically designed to help venues meet the requirements of The Terrorism (Protection of Premises) Act 2025, also known as ‘Martyn’s Law’. This comprehensive legislation requires premises with a capacity of 200 or more to have public protection measures in place, including lockdown plans, by April 2027.

Designed to improve protective security and organisational preparedness across the UK, Martyn’s Law means that those responsible for certain premises and events need to be better prepared and protected, ready to respond in the event of a terrorist attack or security incident. Standard tier venues (with capacities for 200-799 people) need public protection procedures, including lockdown, communication, and evacuation/invacuation plans, while enhanced tier venues (with 800+ capacities) are additionally required to implement specific measures such as monitoring the premises’ immediate vicinity.

This fully monitored and battery-backed control panel features secure keyswitches that allow authorised users to select voice messages appropriate to various situations, including internal or external threats requiring partial lockdown, threats requiring full lockdown, or events requiring full building evacuation. The panel includes 2 CAST protocol loop drivers capable of powering multiple CAST multi-message lockdown voice sounders, making it an ideal solution for schools, theatres, shopping centres, and other commercial and public venues.

The LAP2/CA is ENVISION enabled, offering full compatibility with C-TEC’s cloud-based data management software, allowing incidents to be monitored both on-site and remotely. Designed for use in conjunction with C-TEC’s CAST lockdown alert voice sounders, lockdown alert voice sounder VADs, and lockdown alert call points, this panel provides a comprehensive and tailorable solution to meet each venue’s specific security requirements.

FAQs

What is Martyn’s Law and how does this panel help with compliance?

Martyn’s Law, officially The Terrorism (Protection of Premises) Act 2025, requires premises with a capacity of 200 or more to have public protection measures in place by April 2027. The LAP2/CA panel is specifically designed to help venues comply with this legislation by providing a comprehensive lockdown alert system with multiple voice messages for different threat scenarios, secure activation controls, and full monitoring capabilities.

What voice messages are available with the LAP2/CA panel?

The panel supports five pre-recorded voice messages: Message 1 for internal threats requiring full lockdown, Message 2 for internal threats requiring partial lockdown, Message 3 for external threats requiring partial lockdown, Message 4 for full building evacuation, and Message 5 for all clear when the emergency is resolved. Custom or coded voice messages can also be arranged by special order.

How are lockdown alerts triggered?

Lockdown alerts can be triggered in two ways: manually via a set of secure keyswitches on the panel that allow authorised personnel to select the appropriate message for the situation, or by activating one or more dedicated lockdown call points installed throughout the building.

Can the panel be monitored remotely?

Yes, the LAP2/CA is ENVISION enabled, meaning it’s fully compatible with C-TEC’s cloud-based data management software. This allows incidents to be monitored both on-site and remotely, providing flexibility for security personnel and management to respond to situations regardless of their location.

What devices can be connected to the LAP2/CA panel?

The panel includes 2 CAST protocol loop drivers and can connect to C-TEC’s CAST lockdown alert voice sounders, lockdown alert voice sounder VADs (Visual Alarm Devices), and lockdown alert call points. Each loop can support up to 255 addressable devices with a maximum loop length of 1km.

Is the panel suitable for integration with existing fire alarm systems?

Yes, the panel uses C-TEC’s CAST protocol and can be easily integrated with any ZFP CAST-protocol addressable fire system. It also features conventional sounder circuits and various relay outputs for integration with other building management systems.

When will the LAP2/CA panel be available?

The panel is scheduled for release in Q4 2025. For specific availability dates and to place pre-orders, contact C-TEC’s sales desk directly.
